Why references
01
Findings framed in terms your estimators, bid managers and executives already use.
02
Each point can be traced to published practice, not to one reviewer’s opinion.
03
We apply the principles that matter for the tender in hand, not a box-ticking exercise.

The Project Definition Rating Index, developed by the Construction Industry Institute (CII), scores how completely a project is defined. We use its principles to test scope maturity before you commit to a price.
AACE International publishes Recommended Practices on cost estimating and risk, including estimate classification. We use them to check whether the price reflects the maturity of the estimate behind it.
APMP, the Association of Proposal Management Professionals, describes recognised proposal practice: qualification, colour-team reviews and win themes. We use it to read the offer the way an evaluator will.

Where they are used
No single reference covers a whole tender. Each review uses the ones that fit the question it answers.

Focus
PDRI (Construction Industry Institute), AACE International and APMP are cited as independent methodological references. Cover Intelligence is not a member of, certified by, affiliated with or endorsed by these organisations.
A Tender Diagnostic checks scope, price basis and score in one independent read, under mutual NDA, with a clear verdict.
